President Bola Tinubu has launched a $3.55 billion national strategic initiative aimed at poverty reduction, human capital development, and other social programmes across the country.
Tinubu, who was represented by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, at the unveiling of the initiatives on Thursday, said the nation’s robust economic growth should not only be reflected in statistics but must also be felt in the daily lives of Nigerians.
The five programmes launched are the Nigeria Community Action for Resilience and Economic Stimulus Additional Financing (NG-CARES AF), the Solutions for Internally Displaced Persons and Host Communities Programme (SOLID), and the three components of the Human Capital Opportunities for Prosperity and Equity (HOPE) programme: HOPE-GOV, HOPE-PHC, and HOPE-EDU.
According to the President, the programmes fulfil the promises of his Renewed Hope Agenda, which seeks to protect vulnerable citizens, empower communities, and build the human capital needed to drive Nigeria’s future development.
He said: “Positive results are emerging from our reforms. Robust growth is returning. Confidence is rising. But that progress must be felt in every household, not just in national statistics.
“Real prosperity means no Nigerian is left behind on our journey to building a $1 trillion economy by 2030.
“The Renewed Hope Development Plan (2026–2030) is our roadmap, built on economic diversification, human capital development, and stronger states. NG-CARES AF, SOLID, and HOPE are how we turn that roadmap into reality by translating macroeconomic stability into better livelihoods in every ward and for every family.”
Tinubu maintained that the nation’s economy was on an upward trajectory, with foreign reserves surpassing $50 billion and inflation declining significantly.
He explained the programmes, saying: “NG-CARES Additional Financing is a $1.25 billion World Bank-supported programme focused on smallholder farmers and small and medium-sized enterprises.
“SOLID is a $300 million World Bank-financed initiative that bridges humanitarian relief and long-term development by investing in infrastructure, livelihoods, and essential services for internally displaced persons and the communities hosting them. This is how we rebuild not just homes, but hope.
“HOPE, valued at $1.5 billion, is our flagship investment in Nigeria’s greatest asset—our people. Through HOPE-GOV, HOPE-PHC, and HOPE-EDU, we are strengthening primary healthcare, improving foundational learning in public schools, supporting teachers, and promoting more transparent and effective governance at the ward level.”
According to him, the programmes form a coordinated strategy for poverty reduction, human capital development, and community resilience.
He said livelihoods, healthcare, education, social protection, and support for displaced communities would reinforce one another where they matter most—at the grassroots.
“Through our ward-centric approach, we are aligning the Federal, State, and Local Governments around a single goal of making every ward a centre of effective service delivery, real opportunities, and measurable improvements in the lives of the people,” he said.
Commending the Ministers of Budget and Economic Planning, Education, and Health and Social Welfare for their leadership in implementing the initiatives, Tinubu said:
“Success depends on all of us. To our State Governments, working through the National Economic Council, NG-CARES succeeds through your implementation. HOPE succeeds through your commitment to reform. SOLID succeeds through your engagement with communities.
“I call on every Federal, State, and Local Government partner, every development institution, and every implementing agency to rise to this moment with us.
“We are building a Nigeria where extreme poverty is eradicated, where every child has access to quality education, every family can access quality healthcare, every community has opportunities to thrive, and every Nigerian can realise their full potential.”
